80th Annual World Assembly of the World  Organisation for Animal Health (OIE)  20-25 May 2012

 

On this 80th General Session the OIE World Assembly representing 178 Member Countries elected Dr. Karin Schwabenbauer as President for a three-year term,

Dr  Schwabenbauer from Germany is the first woman elected in this position in the history of The organisation; she succeeds Dr Carlos Correa Messuti from Uruguay who was elected in 2009,

The Delegates also elected or re-elected 8 other members of the Council, as well as members of the five Regional Commissions dnd of four technical Specialist Commissions also for a three-year term. OIE criteria for scientific excellence and geographical Distribution of elected members have been fully respected.

More than 600 participants, representing OIE Member Countries, as well as many international, intergovernmental (FAO, WHO, World Bank, WTO, etc.), regional and national organisations took part in the event.

High-ranking authorities, including numerous Ministers of OIE Member Countries also honoured the Assembly with their presence, shared their perspectives and strongly supported OlE's objectives.

Guest   speaker    Mr.    Robert    Horsch,    high official    of   the    Bill   and    Melinda   Gates Foundation, spoke of the Foundation's recently approved "Livestock Overview and Approach", which notably stresses the important cooperation of fthe Foundation with the OIE in relevant fields to improving animal health and welfare around the world with a benefit to poverty alleviation, including creating change in the existing regulatory animal health systems and a new approach in the use of vaccine banks.

One technical item of major importance was intensely debated during the Session:

National and international experiences and roles m previous and future developments in the "One Health" approach. It emphasized the importance of addressing new and emerging diseases at the animal source as a critical element for food security, health protection and economic prosperity.

Official recognition of OIE Members animal disease status

The national Delegates approved the new list of countries or zones that had applied for official OIE recognition of their status with respect to one or more of three priority diseases bovine spongiform encephalopathy (BSE), foot and mouth disease (FMD) and contagious bovine pleuropneumonia (CBPP).

With   regard   to   BSE,   the   OIE   recognised Croatia and Nicaragua as having a "controlled BSE risk" status. Austria, Belgium, Brazil and Colombia were recognised as having a "negligible risk" status.

The region ol the Altiplano of Bolivia was the only new zone recognised as being free of foot and mouth disease without vaccination. National control programmes for FMD control were approved by OIE. Programmes proposed by Algeria, Morocco and Tunisia were officially approved.

OIE scientific network and capacity building

With 6 completed projects and another 37 approved or underway, Delegates welcomed the success of OIE's Twinning Programme, an initiative that encourages the exchange of competencies and experience between countries hosting OIE Reference Laboratories and Collaborating Centres already recognised and other laboratories from in-transition or developing countries which are candidates far this future position. The programme enables the latter to develop their laboratories and centres of excellence, thereby strengthening their national veterinary scientific community and contributing to enhanced global biological security.


In this respect, the Delegates accredited one new Collaborating Centre and eleven new Reference Centres Laboratories, bringing the number of official centres of scientific excellence within the OIE worldwide network to 276.


In line with OlE's continuous engagement in supporting Veterinary Services to comply with standards on quality adopted by the OIE, 109 PVS (Performance of Veterinary Services) minions for the evaluation of the performance of Veterinary Services were carried out worldwide since May 2006 using the OIE PVS Tool as well as 58 PVS Gap analysis missions and 28 missions supporting the modernisation of national legislations.


New international standards and guidelines

The OIE received Member Countries' support for its work addressing needs in veterinary educatton and veterinary legislation, which art key elements in strengthening the good governance of animal health systems. The OIE, in collaboration with an expert group comprising deans of veterinary schools from the five continents has developed a list of minimum competencies for all veterinary graduates worldwide.


The OIE is also encouraging countries to take steps to strengthen veterinary legislation based on OIE guidelines, and to establish or improve within this framework, their national Vsierinary Statutory Body.


Fully aligned with societal expectations and as a commitment to advancing animal welfare worldwide, the Assembly adopted new guiding principles on animal welfare in relation to livestock production systems, and a new Terrestrial Code chapter on welfare of beef cattle. Many new standards on terrestrial and aquatic animal diseases as well  as on the quality   of   Veterinary   Services   were   also adopted.


World animal disease situation

The worldwide animal health situation covering more than 100 diseases of terrestrial or aquatic animals was examined, In particular, Delegates were presented with an expert review on the emerging Schmallenberg virus, a new virus that was active in the fall and winter 2011-2012 across Western Europe.

The OIE Director General also announced the imminent launch of OlE's new modernised version of the World Animal Health Information System, WAHIS for animal disease reporting.


International solidarity

Mory Kante, Guinean vocalist of international renown, was a guest of this 80th OIE General Session.  Well known for his involvement in the fight against hunger and poverty, Mr. Kante performed with his kora harp the day of the inaugural session in celebration of the historical mission of the OIE in favour of global solidarity to address food security.  The World Veterinary Day Award 2Q12h whose theme was "antimicrobial resistance", was presented to the Turkish Veterinary Medical Association.

Status Beberapa Penyakit Hewan

 

 Status Terbaru Beberapa Penyakit Hewan

Pada Sidang Umum Tahunan ke 79 Organisasi Kesehatan Dunia (OIE) di Paris 22-27 Mei 2011 telah dicatat bahwa dunia telah terbebas dari penyakit hewan Rinderpest, dan ancaman sejumlah penyakit utama lainnya pada hewan sudah semakin berkurang. Peserta sidang berjumlah 600 orang delegasi bersemangat membahas cara-cara yang lebih sempurna dan efisien dalam pengendalian berbagai penyakit.

Sidang membahas 118 jenis penyakit hewan di permukaan bumi. Di antara yang paling menyedot perhatian peserta adalah yang terkait dengan Penyakit Mulut dan Kuku (PMK), flu burung, rabies, dan penyakit hewan akuatik.

Tiga penyakit utama yang dievaluasi pada persidangan tersebut adalah penyakit sapi gila (Bovine Spongiform encephalopathy/BSE), PMK, serta Contagious bovine pleuropneumoniae (CBPP).

Tentang penyakit BSE disepakati bahwa Denmark dan Panama yang selama ini dinilai stutus risiko BSE terkendali(controlled risk) kini telah dinyatakan dalam status risiko yang bisa diabaikan (negligible risk).

Tujuh negara yang baru diberikan pengakuan sudah bebas penyakit PMK dengan atau tanpa vaksinasi di seluruh wilayah negara-negara tersebut adalah Jepang, Bostwana, Pilipina, Arhgentina, Bolivia, Brasil, dan Paraguay.

Sedangkan pada saat ini negara yang baru dinyatakan bebas penyakit CBPP adalah China.

Hal lain yang dibahas dalam Sidang Umum OIE 2011 itu termasuk penyempurnaan berbagai aturan dan standar internasional kesehatan dan kesejahteraan hewan termasuk hewan liar. Pembahasan khusus lain termasuk penyakit lebah, kesejahteraan hewan pada produksi ayam potong, dan penyakit rabies pada anjing.

Para delegasi juga memberikan pandangan dan masukan untuk implementasi strategi global pengendalian PMK yang akan diluncurkan dalam waktu dekat.

Sidang menyatakan dukungan terhadap pengembangan kapasitas, dan Iptek OIE. Di antaranya program kerjasama laboratorium Utara-Selatan dan Selatan-Sealatan yang mencakup 38 Laboratorium. Sidang menyepakati akreditasi tiga Pusat Kerjasama (Collaborating Centres) baru dan 11 laboratorium rujukan baru sehingga sekarang terdapat 263 Pusat Ilmiah dalam jaringan global OIE.

The World is Free from Rinderpest: OIE Completed Global Free Status Recognition

Resolution 18/2011 recognizes all 198 countries with Rinderpest - Susceptible Animal Population in the World are Free of the Disease

The OIE national delegates used the OIE Rinderpest Pathway to complete the recognition of the last handful of OIE member and non-member countries’ free status, based on a strict control of their epidemiological situation.

Resolution 18/2011, officially recognizing all 198 countries of the world with Rinderpest-susceptible animal populations are free of the disease, was unanimously adopted.

Official recognition of members disease status

The delegates also approved the new list of countries and zones that had applied for official OIE recognition of their status with respect to the other priority diseases: bovine spongiform encephalopathy (BSE), foot and mouth disease (FMD) and contagious bovine pleuropneumonia (CBPP).

With regard to BSE, the OIE newly recognized Denmark and Panama as having a “negligible risk” status, both countries were until now recognized as having a “controlled BSE risk status”.
Japan, Bostwana, the Philippines, Argentine, Bolivia, Brazil, Paraguay were recognized as being “free of foot and mouth disease, with or without vaccination, for all or a part of their territory”.
Finally China (People’s Republic of) was recognized as free of CBPP.

Countinuously developing, reviewing and updating international standards on animal health, food safety and animal welfare

Within the framework of its annual standard-setting work, the Assembly adopted and/or updated different chapters of the OIE Terrestrial and Aquatic Animal Health Code among which:
- The Reconition pathway for official FMD control programmes implemented by Members;
- Inclusion of some relevant wildlife species in the disease chapters of the Code,
- The first Code chapter on communication.

At the request of OIE Members key animal health and welfare issues were debated in view of future addition to the OIE Terrestrial Animal Health Code:
- All Chapters on diseases of bees and;
- (A first chapter on animal welfare in broiler chicken production systems);
- They also addressed the chapter on the canine strain of rabies wich is responsible for most of human cases of the disease, so as to give greater consideration to public health concerns in the OIE Code.

A global review of the world animal health situation

The world wide animal health situation concerning 118 diseases of terrestrial or aquatic animals was examined in detail with OIE Members during the Session. Outbreaks of foot and mouth disease, avian influenza, rabies, oyster diseases, African swine fewer have topped discussions.

Technical Items

Two technical items on key issues of interest for the international community in the field of animal health and welfare were debated during the session:
- Contribution of veterinary activities to global food security for food derived from terrestrial animals.

The study showed that veterinarians play a pivotal role in all stages of the food chain namely production, processing, transport, and distribution of products of animal origin, therefore representing major contributors to world food security and safety.
- Implementation of a global strategy for FMD control
Discussions led OIE national delegates endorsing a global strategy for FMD control that would soon be officially launched. Resolutions have been discussed and adopted in order to address the concerns to be solved.

The OIE is all about science and capacity building

The delegates welcomed the north-south or south-south twinning of 38 laboratories within the framework of OIE’s Twinning Programme. The programme encourages the exchange of competencies and experience between existing OIE Reference Laboratories and Collaborating Centres, and candidate laboratories in in-transition or developing countries with the ultimate objective to build a veterinary scientific community in developing and in-transition countries, the benefit being better diagnostic of animal diseases and better participation by Members in the standard-setting procedures.

The delegates also accredited 3 new Collaborating Centres and 11 new Reference Laboratories, bringing the number of official centres of scientific excellence within the OIE woldwide network to 263.

Furthermore in line with OIE’s continuous engagement to support Veterinary Services comply with OIE standards on quality, 102 PVS (Performance of Veterinary Services) independent evolutions made by OIE accredited experts have been implemented worldwide to date, as well as 37 PVS Gap analysis missions and 20 missions supporting the modernization of legislation.

Other notable events marked the proceedings of the Assembly, including the nomination of Myanmar for the world Veterinary Day Award 2011 for its successful celebration of world Veterinary Day under the theme: “Rabies”. The prize will be presented at the World Veterinary Congress to be held in South Africa in October 2011.

The OIE Gold Medal was given to Dr. Barry O’Neil from New Zealand and past President of the OIE Council.

Cooperation agreements aimed at strengthening collaboration on topics of mutual interest were signed during the meeting between the OIE and several other international, regional or private-sector organizations.

Around 600 participants, representing OIE members and intergovernmental (FAO, WHO, world Bank, WTO, etc.), regional and national organizations took part in the event. High-ranking authorities including the President of the Republic of Paraguay and nomerous Ministers of OIE Members and leaders from international organizations honoured the Assembly with their presence.

Planet Bumi Resmi Bebas Rinderpest pada 25 Mei 2011

Bumi kita ini telah diresmikan bebas dari penyakit hewan yang ganas Rinderpest yang diumumkan secara resmi pada jam 12:30 waktu Prancis hari Rabu tanggal 25 Mei 2011 pada sidang Umum OIE yang ke 79 di Paris.

Pengumuman Resmi ini dicatat pada Resolusi OIE, tahun 2011 pada Sidang Umum Organisasi Kesehatan Hewan Dunia OIE ke 79.

Pembebasan Rinderpest ini atas hasil kerja sama yang keras yang berlangsung lama antara OIE dan FAO dengan peran aktif para anggota OIE serta dukungan seluruh negara di permukaan bumi ini.

Joint Scientific Committee FAO-OIE telah menjalin kerjasama dengan saling penuh kepercayaan dan semangat persahabatan.

Kerja keras yang dilakukan terus menerus menggunakan jalan yang menjadi kunci sukses yang selalu dipegang teguh oleh ke dua organisasi dunia tersebut:

1) melakukan dialog terbuka untuk memperoleh masukan dari berbagai kalangan,
2) menggunakan ilmu pengetahuan dan teknologi dengan melibatkan para ahli penyakit hewan di seluruh dunia,
3) membuat kesepakatan bersama melalui kongres,
4) melakukan kerjasama dengan para penyandang dana secara terprogram,
5) melaksanakan program vaksinasi, monitoring dan evaluasi yang ketat dan berkesinambungan,
6) melibatkan peran aktif Pemerintah, Laboratorium Veteriner, organisasi internasional, regional dan nasional serta berbagai komponen masyarakat termasuk para peternak.

Selamat......Selamat......Selamat........atas keberhasilan kerjasamanya.
Semoga kerjasama makhluk manusia di muka bumi ini akan terjalin dengan baik dan berkelanjutan untuk menghandapi tantangan Keamanan Pangan dan Ketahanan Pangan dunia.
